What is capped here

The constraint here is direction, and the team carrying it. A leadership team can be individually strong and still not be aligned: the board attends and does not carry anything between meetings, decisions route through one person, and nobody has agreed on what success actually means. We read the organization through the people living inside it, not through a survey mailed out and hoped for.
